How to Get BIS Certificate for Import in India

To legally import products into India, obtaining a BIS Certificate for Import in India is mandatory for products covered under BIS regulations. The first step is to identify whether your product falls under the ISI Certification Scheme or the Compulsory Registration Scheme (CRS). The ISI scheme applies to industrial and consumer products requiring factory audits, while CRS is mainly applicable to electronics and IT products.

Once the scheme is identified, determine the applicable Indian Standard (IS). The scope of the standard defines testing requirements, labeling rules, safety parameters, and exclusions. A proper compliance plan should then be prepared by listing product models and variants, mapping clauses of the IS standard, and arranging technical documents such as drawings, specifications, and safety declarations.


For foreign manufacturers, appointing an Authorized Indian Representative (AIR) is mandatory. The AIR acts as the official compliance contact with the Bureau of Indian Standards (BIS) for application submission and post-certification obligations.

For products under CRS Registration, successful testing is followed by online application submission, fee payment, and issuance of a BIS Registration (R-Number). For products under ISI Certification, BIS conducts a factory inspection to verify manufacturing controls, testing facilities, and marking procedures before granting the BIS License (CM/L Number).


After approval, strict adherence to BIS marking and packaging requirements is essential. Importing or selling non-compliant products may lead to rejection by customs, penalties, or license suspension. Regular renewals, surveillance compliance, and variant approvals help maintain uninterrupted market access in India.
